The main regulatory issues in this field relate to:a) the need to overcome communities’ or states’ resistance to the construction of new networks;
b) the allocation of connection and reinforcement costs among networks owners and network users;
c) the adoption of new rules for managing the networks which are compatible with variable and unpredictable energy sources,
d) the mechanisms to give priority to those renewable sources which are not price-competitive with high-carbon energy sources.
For several reasons, these issues are a good test of regulators’ decisionmaking capabilities
