There is a fundamental tension underlying any market economy. On the one hand, everybody is a consumer, standing to benefit from competition. More competition leads to better quality goods at lower prices… At the same time, everybody is a producer of goods and services, and in that role would like to have as little competition as possible. Workdays would be less stressful and remunerations higher if we faced no competition. You cannot have both, societies must choose between competition and monopolies… competition must prevail, for otherwise reforms are likely to be overturned at some point in the future. Citizens benefit from market oriented reforms when competition is allowed to prevail.

Judge Learned Hand wrote as early as 1916 that ‘the consumer’s interest in the long run is quite different from an immediate fall in prices’ and spoke of competition as a ‘proper stimulus to maintenance of industrial advance. Using the right concepts imperfectly is better than precisely applying the wrong ones.

A monopolist need not have market power. Consider the local grocery in a small rural town in France in which no one has cars. The grocery has a monopoly on local groceries. Given the ease of entry, however, it lacks market power to raise its prices above a competitive level.
